Hong Kong, Augu WITH reference to Mr. Scott's letter of the 11th instant, I hav to point out that the Government did not request Ilis Majesty's cons Hankow to assume jurisdiction over Ho Pak-ki. Mr. Fraser telegrap whether the person in question was entitled to British protection. As a British subject, having been born in the colony on the 17th Novemb answer in the affirmative was sent. This Government had, of course, i whether Ho Pak-ki had complied with the formalities necessary for pi British subject in China, and, failing those formalities, it had no desire t should be extended to Ho Pak-ki.
